Yesterday, Councilmember Mary M. Cheh, Chair of the Committee on the Environment, Public Works, and Transportation, held a public oversight roundtable on the District’s plan to manage and remove snow and ice.

 

“The equipment, manpower, and deployment plans all seem to be in order,” said Councilmember Cheh. “Director Howland was able to adequately identify shortfalls from previous snow seasons and the lessons learned from them, however, I was also able to identify areas where the plan can be improved.”

 

Such areas include:

 

·         The ability to coordinate student release from DCPS with parents’ work-leave policies;

·         Communication with Councilmembers on snow removal progress and quality control efforts; and

·         District coordination with PEPCO’s management of fallen power lines.

 

Department of Public Works Director William Howland testified before the Committee on the 2011-2012 Snow and Ice Removal Plan.  Director Howland stressed that when snow or ice events occur, District residents should clear the sidewalk around their property within 24 hours, help disabled and elderly neighbors with keeping their sidewalks clear of trash, litter, and debris, and pile snow/ice in the treebox space, not in the gutter or street, to prevent fire and emergency workers from accessing certain blocks and buildings.

 

District Department of Transportation Director Terry Bellamy also spoke on behalf of his agency’s efforts, as well as Gloria Jeff, Ph.D., Associate Director of Traffic Operations Administration at DDOT. Patrick Burke, Assistant Chief of the Strategic Services Bureau for the Metropolitan Police Department, Darryl Maultsby, Maintenance Unit Manager at the Department of General Services, Macarthur Chavis, Contract Services Manager for the Department of General Services also testified to their respective agency plans to work with DPW during winter weather emergencies.
